Aim and Scope
Purpose: presentation of urgent problems of emergency medicine, the development and prevention of emergency situations worldwide and the mitigation of their medical and biological consequences.
Tasks:
- origin and epidemiology of emergency situations inRussiaand worldwide;
- up-to-date methods and means of providing medical and psychological assistance to victims in emergency situations and to those involved in mitigation of their consequences;
- current issues of military medicine, analysis of the health of security, defence and law enforcement personnel.

Open Access Policy
«Medico-Biological and Socio-Physical Problems of Safety in Emergency Situations» is an open access journal. All articles are made freely available to readers immediatly upon publication.
Our open access policy is in accordance with the Budapest Open Access Initiative (BOAI) definition - it means that articles have free availability on the public internet, permitting any users to read, download, copy, distribute, print, search, or link to the full texts of these articles, crawl them for indexing, pass them as data to software, or use them for any other lawful purpose, without financial, legal, or technical barriers other than those inseparable from gaining access to the internet itself.

Peer-Review
The procedure for the consideration, reviewing and publication of the articles in the Reviewed Journal «Medicо-Biological and Socio-Psychological Problems of Safety in Emergency Situations»
- Authors provide the editorial board of the Research Journal “Medico-Biological and Socio-Physical Problems of Safety in Emergency Situations” (further – editorial office, the journal respectively) with articles. The address is 4/2 Academic Lebedev St., Saint Petersburg, 194044, Russia, tel.: (812) 702-63-43, - both soft and hard copies (e-mail: rio@arcerm.spb.ru).
- The Editorial Board keeps in contact with authors though post and e-mail, specified by the author. And the editorial board does not bear responsibility for the uncertainty of provided e-mail addresses and does not look for the other ways of communication with authors. In case the author has not been responding for more than 1 month to the editorial office’s requests, his/her article is removed from publication.
- The Editorial Office determines the appropriateness of an article publication in the journal. The period of consideration should not exceed 10 working days since it had been received.
- The term of an article reviewing to determine its scientific and methodological level, as a rule, should not exceed 2 months from the date of its receiving.
- Articles are published according to the sequence of their receiving by the editorial office. The sequence is determined by a portfolio of articles.
- The Editorial Board assesses articles’ compliance with the requirements necessary for publication in the journal.
- Within 5 working days after receiving an article the Editorial Board determines its compliance to the requirements for publication, and also to the thematic orientation of the journal.
- The Editorial Board makes independent decisions on compliance of article to the established requirements.
- The Chief Editor of the journal or Deputy Chief Editor decides if an article complies with a thematic orientation of the journal or not.
- Articles considered inappropriate to the requirements for publication are returned to authors for improvement within 10 working days after making this decision.
- Articles considered by the Chief Editor of the journal or his deputy non-compliant with a thematic orientation of the journal are not returned. Within 3 working days a motivated refusal is sent to the author.
- Articles complying with the requirements for publication, are registered in a log-book of received articles where necessarily specified a date of article receiving. If earlier an article was sent back to the author, the date of its receiving after improvement is specified in a log-book. If an article comes to the Editorial Office of the journal directly after reviewing (examination) by the Scientific Advisory Council, the date of the meeting of the Scientific Advisory Council is specified in a log-book.
- The Editorial Office checks observance of copyright and related rights, existence of borrowings by means of software within 10 working days after making decision on compliance of article with the requirements for publication.
- As a rule, article is published in the journal if there is not less than 80 % of the original text in it. The Editorial Office in coordination with the Chief Editor of the journal or his/her deputy can allow the publication of an article with less than 80 % of original text in exceptional cases taking into account the nature of borrowing information from various sources, references to them.
- Articles with less than 80 % of original text are sent back to authors for improvement within 2 working days after checking existence of borrowings.
- The Editorial Office organizes reviewing. Thus, when it’s possible, authors’ opinions regarding assessment of their articles by particular persons are taken into consideration. All reviewers are recognized specialists in reviewed spheres and have published materials concerning a subject of a reviewed article for the last 3 years. The Editorial Office sends the copies of expert reviews and motivated refusals to authors by e-mail specified by authors and also when necessary to the Ministry of Education and Science of the Russian Federation. Reviews are stored at the Editorial Office within 5 years.
- Within 10 working days articles approved by the Scientific Advisory are located into a portfolio of articles which is formed by the responsible secretary of the Editorial Board of the journal.
- Conditions under which an article is put into a portfolio of articles, are:
- compliance with the requirements for publication in the journal;
- Originality percentage is not less than 80 %.
- The Editorial Board of the journal has right to put an article into a portfolio without reviewing (examination) if this article conforms to the requirements for publication, its relevance and quality prove this opinion.
- Portfolio of articles provides information of the date of receiving the article, its author (authors), the name and results of reviewing (examination).
- All the articles in a portfolio are divided into the following categories: DSc articles – one of the authors is doctor of science, PhD articles – one of the authors is PhD. Articles written by scientists without academic degrees and ranks – all other articles.
- The next issue of the journal is formed by the responsible secretary of the journal with articles available in a portfolio, and, as a rule, does not contain more than 24 articles.
- As a rule, articles are published according to the sequence of their receiving at the Editorial Office. The Chief Editor of the journal or his/her deputy defines the sequence of informational and other materials publication.
- Articles of doctors of science and any articles according to the decision of the Editorial Council, the Editorial Board of the journal coordinated with the Chief Editor of the journal or his/her deputy are published out of turn.
- One issue of the journal should not contain 2 and more articles of one author.
- If a portfolio of articles contains two and more articles of one author, and one of them was approved for publication, the other articles are published not earlier than in an issue.
- The exception is made for the articles of doctors of science and the proceeding publications of the author within one subject.
- The Editorial Board of the journal has the right to form its thematic releases, without observing sequence of publication of articles.
- There are quotas for the articles publication in future issues of the journal: articles of DSc – not less than 8; articles of PhD – as a rule, no more than 8; articles of authors without academic degrees and ranks – no more than 8.
- If a portfolio of articles includes more than 8 articles of DSc, all of them can be published in future issue of the journal due to proportional reduction of a quota for articles written by authors without academic degrees and ranks.
- If a portfolio of articles includes less than 8 articles of DSc, the rest of quota is used for articles of PhD.
- It is not allowed to publish an issue of the journal consisting of more than 1/3 of articles written by authors without academic degrees and ranks.
- The content of an issue of the journal is formed by the responsible secretary of the Editorial Board of the journal not later than 1 month before the planned date of its publishing, agreed with the Chief Editor of the journal or his/her deputy and approved by the Chairman of the Editorial Council of the journal.
- The content of an issue includes the explanatory note about character of articles placed in it, rubrication, and also information about the authors and of reviewing (examination) results of each article.
- When the content of the journal is approved by the Chairman of Editorial Council it is not allowed to add articles to the journal.
- The journal is distributed in accordance with legislative requirements. It is also delivered into the practical (regional centers of EMERCOM of Russia), scientific and educational institutions of EMERCOM of Russia.

Publishing Ethics
PRINCIPLES OF PROFESSIONAL ETHICS
The editors and the Editorial Board of the journal "Medicо-Biological and Socio-Psychological Problems of Safety in Emergency Situations" act ethically in scientific publications accepted in the scientific community, section VII "Rights in the Results of Intellectual Activities and Means of Individualization " of the Civil Code of the Russian Federation and the Organization Charter of the journal.
Submitted to the journal "Medico-Biological and Socio-Physical Problems of Safety in Emergency Situations" materials are "double blind" reviewed (the reviewer does not know who the author is and the author does not know who the reviewer is).
The responsibility for incorrect borrowing of materials rests with the author. The Editorial Board of "Medico-Biological and Socio-Physical Problems of Safety in Emergency Situations" checks the material to be submitted for plagiarism. Unfortunately, currently none of the available methods of verification does not guarantee 100% detection of dishonest borrowing.
The basic norms and rules of relations between authors, reviewers and editors of the journal are based on recommendations developed in national non-profit partnership "Committee on publication ethics" (http://publicet.org/) and subject to the standards of publication ethics that are required in SCOPUS and Web of Science (Committee of Publication Ethics, COPE).
Editor’s principles of professional ethics
(the Editorial Board and Editorial Council)
The Editor (Editorial Board, Editorial Council) is responsible for the publication of works of the author, using the following principles:
- when making a decision to publicize a work he is guided by reliability of data and scientific importance of a work;
- manuscripts are reviewed in fairness based on the intellectual content of the paper regardless of gender, race, ethnicity, religion, citizenry nor political values of authors;
- unpublished data of a submitted manuscript must not be used for personal purposes or passed to third parties without written consent of the author. Information or ideas obtained through peer review, with possible benefits, are kept confidentially and are not used for personal gain;
- it is not allowed to publicize data if there are sufficient grounds to believe that it contains unfair borrowing of material, it is plagiarism;
- jointly with the publisher he should not leave unanswered complaints that have been presented concerning a submitted manuscript or published paper, and in conflict situations he should take all necessary measures to restore the violated rights.
Reviewer’s principles of professional ethics
Reviewer expertise the author's materials and his actions should have an unbiased approach, based on the following principles:
- manuscript received for review must be treated as a confidential document. It must not be shown to or discussed with others except as authorized by the Editor;
- reviews should be conducted objectively. Personal criticism of the author is inappropriate. Reviewers should express their views clearly with supporting arguments;
- unpublished data of a submitted manuscript must not be used for personal purposes;
- if reviewer feels that he is not sufficiently qualified to evaluate the manuscript or may not be objective, for example, in the case of a conflict of interest with the author or organization, he should inform the Editor with a request to be excluded from the reviewing process of this manuscript.
Author’s principles of professional ethics
The author (or authors) is personally liable for the novelty and reliability of the research results, which implies compliance with the following principles:
- only consistent results of performed researches should be presented to the Editorial Board;
- mistaken or fabricated statements are unallowable;
- submitted materials must ensure that research results are completely original. The borrowed fragments or statements must be furnished with the obligatory indication of the author and the source. Excessive borrowing and plagiarism in any form, including unregistered quotes, paraphrasing or assignment of the results of other studies is unethical and unacceptable;
- it is necessary to recognize the contribution of all people, who at any rate influenced the course of the study. The article, in particular, should contain links to the works that had importance to the study;
-materials that have been sent to another journal and are under review should not be sent to the journal, as well as the article which has already been published in another journal;
- co-authors of the article are those who have made a significant contribution to the study and analysis of the resulting materials. People who have not made a personal creative contribution to the creation of a result, including only technical, consulting, organizational or material assistance or help, or only help to register the right to such result or its use are not recognized as the authors, as well as people who controlled the execution of the relevant work (article 1228 of the Civil code of the Russian Federation);
- when finding significant errors or inaccuracies in the article on the stage of review or after publication, the author must inform the Editorial Board.

Disclosure and Conflict of Interest
Unpublished materials disclosed in a submitted manuscript must not be used in a reviewer’s own research without the express written consent of the author. Privileged information or ideas obtained through peer review must be kept confidential and not used for personal advantage.
Reviewers should not consider manuscripts in which they have conflicts of interest resulting from competitive, collaborative, or other relationships or connections with any of the authors, companies, or institutions connected to the papers.
Plagiarism detection
«Medicо-Biological and Socio-Psychological Problems of Safety in Emergency Situations» use native russian-language plagiarism detection software Antiplagiat to screen the submissions. If plagiarism is identified, the COPE guidelines on plagiarism will be followed.
Preprint and postprint Policy
Prior to acceptance and publication in «Medicо-Biological and Socio-Psychological Problems of Safety in Emergency Situations»), authors may make their submissions available as preprints on personal or public websites.
As part of submission process, authors are required to confirm that the submission has not been previously published, nor has been submitted. After a manuscript has been published in «Medicо-Biological and Socio-Psychological Problems of Safety in Emergency Situations» we suggest that the link to the article on journal's website is used when the article is shared on personal or public websites.
